user32.dll
Question: On my computer, whenever I try to download something a page pops up saying that the website declined to show this webpage. I have no idea what to do. and also, when I turn on the computer something pops up saying that the the DLL user32.dll was moved and cannot work properly.

Answer: user32.dll is a core component of the operating system and if that isn't loading properly then all sorts of things will not work correctly. You need to look at doing an operating system recovery or repair to get that file fixed and the other issues will then probably disappear.
